January 22, 2026: The City Administrator’s Office is releasing Oakland’s Disparity Study, prepared by the consulting firm Mason Tillman Associates. In the coming weeks, the key findings will be discussed before the City Council, as well as potential improvements to contracting practices.
We Ensure Better Education Fot A Better World
The study reviewed the City’s procurement processes and identified areas where participation by certain businesses is lower than expected based on availability in the marketplace. These findings highlight opportunities to strengthen fairness and transparency in contracting while furthering consistency with all applicable laws and regulations.
The City is committed to reviewing its processes and implementing best practices to ensure all qualified vendors have equitable access to contracting opportunities, consistent with the principle of being “fair and just” in all the City does for its people and communities.
On March 1, 2022, the City of Oakland retained Mason Tillman Associates, Ltd. to study the construction, architectural and engineering, professional services, and goods and services contracts awarded from July 1, 2016, to June 30, 2021. A disparity study, as required by Section 808(b) of the City Charter,1 must be performed every five years. The purpose of the disparity study as set forth in Resolution No. 89058 is to determine if:
